Why run an online Christmas appeal?
An online appeal takes about three weeks to prepare, with two or three people, and you share it by email and by message. There is no stall to staff. But a plain "donate" button tells no story.
This is where a digital experience helps. Instead of a counter that creeps upward, each donor leaves a trace that others can see: a decoration on the tree, a star in the sky, a card on the wall. The gift becomes a gesture people want to show.

What an online appeal changes about the rules
An event in public space needs the authorisation of the bourgmestre (mayor), and each commune has its own police regulation. A door-to-door collection needs the approval of the communal council, or of the Ministry of Justice if it covers several communes (Ministry of Justice, checked on 9 October 2026).
An online donation page is not an event on the public highway. For a collection launched by email or on social media, we found no written rule. Ask the Ministry of Justice for advice before you start.
The four Christmas experiences from WeGlow.world

The Card Wall
On the Card Wall, envelopes hang from a string. Each card is a stamp.
This is the most personal mood, written by hand. The wall gradually becomes one big collective message.
How do you choose between the four?
Choose according to the tone of your association and the place you give the donor.

How to do it with WeGlow.world

What about the tax deduction for your donors?
In Luxembourg, a gift is a special expense deducted from income, not a percentage tax reduction. The total of the year's gifts must reach 120 euros. The deduction cannot exceed 20 percent of total net income, nor 1,000,000 euros (Administration des contributions directes, the Luxembourg direct tax authority).
The recipient counts as much as the amount. Only organisations recognised as being of public utility and listed in the statements of the Administration des contributions directes qualify for this deduction. An asbl (non-profit association) is not on it automatically. Check your status on the list.
We cannot confirm here which proof the donor must keep, nor whether online payments count as cash gifts. Put these questions to the Administration des contributions directes. WeGlow.world does not issue a tax receipt for Luxembourg.
An online raffle?
Do not offer a draw or prizes on your page without authorisation. A raffle or lottery always needs prior authorisation: that of the college of mayor and aldermen up to 12,500 euros of tickets, that of the Minister of Justice above it (Ministry of Justice, checked on 9 October 2026).
Online ticket sales are not covered by the sources consulted. Stick to gifts and cards.
Emails: consent
To invite your former donors to the appeal, the Commission nationale pour la protection des données (CNPD, the Luxembourg data protection authority) distinguishes two cases. Without a prior relationship, prior consent is required. With a contractual relationship, a right to object is enough.
We cannot confirm whether a gift counts as a contractual relationship. The safest course remains a tick box that is never pre-ticked, and an unsubscribe link in every message.

Do I need a permit for an online Christmas appeal?
For a donation page, we found no written rule, whereas a door-to-door collection and a public event need one. Write to the Ministry of Justice, at info@mj.public.lu, to confirm your case.
How long does it take to prepare the appeal?
Allow three weeks and two to three people: one for the donation page, one for the texts and the email, one for social media. Start in October to be ready in early December.
Can my donors deduct their gift?
Only if your organisation is on the statements of the Administration des contributions directes, and their annual total reaches 120 euros. According to the declaration form, gifts count for the year of payment, so before 31 December. That year-end rule is inferred. The Administration does not word it that way, so confirm it with them.
Should I communicate in several languages?
The country is trilingual, and one language is rarely enough. Plan at least French and German for your email and your page, and English if your supporters are international.
