How do you choose a Christmas fundraiser for your charity?

Christmas market: the biggest day, the most homework
A Christmas market brings together tables of handmade goods, a bake sale counter and a warm hall full of neighbours. It needs the most people and the earliest start. Plan for 8 weeks and at least 10 volunteers.
On permits, we have nothing confirmed. The rules for markets, food sales and use of public roads belong to each municipality, and we found no source to cite. Write to your city or borough before announcing a date. Montréal, for example, states that solicitation is prohibited on sidewalks, streets and public places. So do not assume a public space is open to you.
Carol evening: low cost, plenty of warmth
A carol evening suits a charity with a loyal community: a choir, a parish, a school or a seniors' residence. Plan for 6 weeks, 6 to 10 volunteers and a single venue.
If you perform published or recorded music, ask the venue whether it already holds a music licence. We have not verified the rules on music rights, so do not guess.
Ugly sweater day: the lightest start
For an ugly sweater day, you invite people to wear their worst holiday sweater and to give a small amount to take part. Two or three organizers and 2 weeks are enough.
Suggest a donation of $5 or $10, and add a vote for the best sweater with a small thank-you prize. Keep that prize free of any element of chance, because a draw changes the rules, as the section on draws below explains.
What about the guignolée?
The guignolée is a term associated with the traditional end-of-year collection in Quebec. We found no official source describing it, so we cannot say how it is regulated. It is a term to check.
If you are considering a collection of this kind, ask your municipality whether it requires a permit and in which places solicitation is allowed.
Raffles, 50/50 draws and tax receipts
If you add a raffle or a 50/50 draw to an event, you will in principle need a provincial licence. Section 207 of the Criminal Code allows charitable lotteries only under a licence from the province, so an Ontario licence does not cover Quebec. Two examples show the gap. In Ontario, a new applicant must apply at least 45 days before the event. In Quebec, a class A licence from the Régie des alcools, des courses et des jeux requires an application at least 30 days before ticket sales begin and caps annual revenue at $20,000.
Note also that buying a lottery ticket is not a gift for the Canada Revenue Agency (CRA): you cannot issue an official receipt for the ticket price.
What should you know about receipts and the tax credit?
A donor claims a non-refundable tax credit on their own return, and only with an official receipt from a charity that holds a CRA registration number. The gift must be made between January 1 and December 31, so a Christmas gift must be paid by December 31 at the latest.
The figures 15% and 29% are still circulating. For 2026, Finance Canada states that the lowest rate is 14%, so the first $200 of gifts earns 14%. Above that, the federal credit is 29%, and 33% for the part of income in the top bracket. You can claim up to 75% of net income and carry unused gifts forward for 5 years.
Provincial credits differ, and Quebec residents file with Revenu Québec rather than the CRA. We have not confirmed the 2026 provincial rates, so ask your donors to check with the CRA or Revenu Québec rather than promising them a figure.
